Unsecured Funds Policy

1. Introduction

This policy outlines how Runners Media CIC manages, allocates, and reports on unsecured funds— defined as income received that is not linked to any contractual obligation, grant conditions, or restricted purpose. Unsecured funds may include general donations, non-restricted sponsorships, surplus revenue, or community contributions.

As a not-for-profit community interest company, we are committed to using all funds—secured or unsecured—ethically, transparently, and in support of our mission to deliver inclusive and awareness-driven media that serves the community.


2. Purpose of the Policy

  • To ensure responsible use of unsecured funds.
  • To support core operations, development, and sustainability of Runners Media CIC.
  • To maintain financial transparency and public trust.
  • To ensure all funds align with our charitable and community objectives.

3. Acceptable Sources of Unsecured Funds

Runners Media CIC may accept unsecured funds from:

  • Individual donations.
  • Unrestricted sponsorships or partnerships.
  • Crowdfunding campaigns.
  • Fundraising events.
  • Revenue surplus from trading or media activity (e.g. ad revenue).
  • Interest or investment income (within ethical limits).

All sources will be screened to ensure alignment with our ethical values. We will not accept funds from individuals or organisations involved in activities that contradict our mission (e.g. discriminatory practices, exploitation, hate speech, or environmentally harmful businesses).

4. Use of Unsecured Funds

Unsecured funds may be used for:

  • Covering operational costs (e.g. office expenses, utilities, admin).
  • Equipment or technology upgrades for media production.
  • Developing new community media projects or pilots.
  • Supporting staff, volunteer, or freelancer development and training.
  • Communications, outreach, or promotional activities.
  • Emergency reserves or sustainability planning.
  • Match-funding future grants where appropriate.

They will not be used for personal benefit, political campaigning (beyond awareness and education), or for purposes that fall outside of our community-focused objectives.

5. Financial Controls and Reporting

  • All unsecured funds will be recorded under a dedicated line in our financial system.
  • Annual reporting will disclose the total amount of unsecured income received and how it was used.
  • Use of unsecured funds will be reviewed quarterly by the Directors and, where appropriate, reported in the Annual Community Benefit Report (CIC34).
  • A reserve of at least 3 months’ core operating costs may be maintained from unsecured funds for sustainability and risk management purposes.

6. Decision-Making and Oversight

  • Spending decisions on unsecured funds will be approved by a minimum of two Directors.
  • Align with the mission and values of Runners Media CIC.
  • Be documented and supported by receipts/invoices.
  • Demonstrate value for money and community benefit.

7. Monitoring and Review

  • This policy will be reviewed every two years or earlier if financial regulations, funder guidance, or the company’s operational model changes.
